GSR Regulation Interpretation

The Mandatory Gateway to the European Market

The European Union has established an ambitious long-term road-safety vision — Vision Zero, targeting a 50% reduction in road fatalities (2011–2020) and ultimately approaching zero deaths by 2050.

To move toward this goal, the EU enacted Regulation (EU) 2019/2144, widely known as GSR II, together with a series of complementary UNECE safety regulations. These requirements strengthen vehicle safety, improve road infrastructure, and promote safer driver behavior.

Under GSR II, starting 6 July 2022, a wide range of advanced safety systems became mandatory for new vehicle types, including:

  • Intelligent Speed Assistance (ISA)
  • Driver Drowsiness and Attention Warning (DDAW)
  • Advanced Driver Distraction Warning (ADDW)
  • Moving Off Information System(MOIS)
  • Blind Spot Information System(BSIS)

… and other critical safety functions.

Why GSR Compliance Matters

Market Entry Risks

No GSR compliance, no EU market.
Non-compliant vehicles, systems, components, and technical units cannot obtain EU type-approval.
Interlinked regulations amplify risks.
GSR compliance depends on multiple UNECE regulations; failure in any sub-system can delay the entire approval process.
Missing deadlines blocks sales.
Vehicles that fail to meet compliance timelines cannot be sold in the EU until corrective actions are completed, risking critical launch windows.
Recall & corrective action exposure.
Under Regulation (EU) 2018/858, non-compliance may lead to recalls, added costs, and reputational impact.
Building in-house takes too long.
eveloping proprietary systems often requires 18–24 months, with high risks of technical or certification failure (industry estimate).

Business Advantages

Early compliance = 6–8 months of competitive advantage
Manufacturers that complete certification ahead of schedule can enter the market significantly earlier (industry strategic estimation).
Insurance savings of 5–30%
Safety technologies mandated by GSR can reduce insurance premiums depending on system configuration.(Source: FirstMark Insurance)
Prerequisite for 5-Star Euro NCAP
GSR compliance forms the foundation for pursuing top Euro NCAP safety ratings.

Spot Scenarios:BSIS+MOIS

Pure Vision Certification
World's first pure-vision solution to pass UNECE R151 certification, delivering accurate distance and speed estimation without radar.
AI-Enhanced Risk Recognition
Combines pedestrian trajectory prediction and semantic segmentation AI to identify true collision risks in blind zones—significantly reducing false alerts commonly seen in radar-based solutions.
Full Vehicle Compatibility
Supports all M2, N2, M3, and N3 commercial vehicle platforms, with simplified calibration procedures.
Modular Ultra-Wide-Angle Design
Modular camera architecture with interchangeable housings; ultra-wide-angle lenses compatible with AVM cameras—reducing the total number of cameras required and lowering integration costs.

Commercial Vehicle ADAS
Scenarios:ISA+DDAW+ADDW+LDW

Flexible Vehicle Adaptation
Optimized for M2/M3/N2/N3 commercial vehicles, with adjustable speed-limit logic to match diverse regional regulations and real-world operating conditions.
Accelerated Compliance Certification
Backed by STU-level product certificates, exempting 400 km of European road testing—cutting homologation time by approximately 2–3 months and supporting faster market entry.
Dual-Source Fusion Accuracy
Combines AI vision with map data for dual validation of speed-limit information. Overall alert accuracy reaches 98.5%, far exceeding regulatory requirements.
DDAW/ADDW
DDAW can be divided into 9 fatigue levels, while ADDW can meet all 14 distraction point detection requirements mandated by regulations.
